CSV to continue Town Center HVAC upkeep

The Windsor Town Council voted 5-0 on Jan. 14 to extend the town’s contract with Comfort Systems of Virginia Inc. (CSV), which involves CSV providing HVAC maintenance services at the Windsor Town Center.
The extension is for one additional year with revised pay rates.
At the Jan. 14 council meeting, Windsor Town Manager William Saunders said, “In January of 2022, the town contracted with Comfort Systems of Virginia to provide HVAC maintenance services at the Windsor Town Center following a competitive solicitation.”
He noted in a memo to the mayor and Town Council that the 2022 contract was for one year and allowed for as many as four annual extensions if both parties agreed to them. He explained that the contract also allowed the vendor the opportunity to request revisions to the fee schedule of their services at the time of extension.
“CSV has provided timely and professional service on the Windsor Town Center HVAC under this contract and has also provided plumbing services at the WTC outside of the contract during this time,” Saunders said.
The town manager’s memo noted that in November, the Consumer Price Index for All Urban Consumers increased 0.3%, seasonally adjusted, and increased 2.7% over the last 12 months, not seasonally adjusted. The index for all items, not including food and energy, increased 0.3% in November, seasonally adjusted, and increased 3.3% over the year, not seasonally adjusted.
Saunders stated that CSV was requesting an increase of 2.5% to its current rates.
He provided the following comparison of the old and new rates:

- Current: $140;
- New: $143.50;

Saunders said, “I recommend that Town Council authorize the town manager to proceed with an extension of the contract with Comfort Systems of Virginia for one additional year at the revised rate schedule.”
Councilman Walter Bernacki asked a question with the goal of determining when the town would need to rebid the contract if it uses up all the annual extensions contractually allowed for with CSV.
Saunders said, “We have to bid it out in ’26 for somebody for ’27.”
Following shortly thereafter was the motion, second and 5-0 council vote to follow Saunders’ recommendation to authorize the latest annual extension of the contract with CSV.
The tally of votes did not reach six because Councilman Jake Redd was not present for the meeting.
