Parties working to complete water main replacement project

Completion of the Duke Street and Virginia Avenue Water Main Replacement Project in Windsor has been delayed, but the town and the project’s other relevant parties are taking steps to bring the endeavor to a successful conclusion.
Windsor Town Manager William Saunders gave the Windsor Town Council an update on the project during the Tuesday, Aug. 13, council meeting.
“The town has received a schedule from the contractor outlining the potential for successful completion of the project,” he said. “Town staff and the town’s engineering consultants worked through questions about the balance of the work required with the contractor.”
He noted that a meeting of all parties relevant to the project took place Monday, Aug. 12. All parties relevant to the project include representatives of KCH Contracting LLC, Bowman Associates Consultants, Selective Insurance and the town of Windsor.
Saunders told the council Tuesday that they are expecting by the end of this week some deliverables from the contractor as it relates to specific plans to finish the project.
In an Aug. 8 email interview, Saunders shared what issues had knocked the water main replacement project off track.
“The contractors have not successfully completed the sanitizing, flushing and testing of the newly installed water lines,” he stated.
He listed the aspects of the project that still needed to be done as of Aug. 8:
- Sanitizing, flushing and testing of the newly installed water lines;
- Installation/re-installation of several fire hydrants;
- Connection of individual water services and new mains to the existing system;
- Removal of debris from project areas;
- Repair of driveways and parking areas in project areas;
- Milling and paving roadways where lines crossed; and
- Final grading and seeding of project areas.
The meeting that ultimately took place Aug. 12 had been rescheduled several times due to conflicts, Saunders said.
When asked Thursday, Aug. 15, if he found the Aug. 12 meeting productive, he said, “It is yet to be seen based upon what we receive from the contractor.”
In the Aug. 8 interview, he provided an estimate for when the project would be completed.
“Per the engineering consultants, once the sanitizing, flushing and testing of the newly installed water lines has been successfully completed, the balance of the project should be able to be accomplished in 30-60 days,” he said.
