The planning for Windsor’s fiscal year 2024-25 budget is underway.

In a memo to the mayor and Windsor Town Council that was part of the council’s Dec. 12 meeting packet, Town Manager William Saunders noted that as the start of a new calendar year arrives, the town would begin the process of developing its operating budget and Capital Improvement Plan for the 2024-25 fiscal year.

He presented a draft FY 2024-25 budget calendar to the council at its Dec. 12 meeting.

“As you can see, there is a work session proposed for Tuesday, Jan. 23, to review the 6-month budget report,” he said. “We’ll also be touching on (American Rescue Plan Act) and the Town Hall as per request by Councilman (Walter) Bernacki. We propose a light meal at 5:30 p.m. with presentations to begin at 6 p.m.”

He asked council members to let him know if there were any issues with the draft calendar so he could provide a final calendar at the Tuesday, Jan. 9, council meeting.

Saunders confirmed Wednesday, Jan. 3, that the final budget calendar had not changed in any substantive way from the draft that was presented to the council in December.

The draft budget calendar included its own presentation at the Dec. 12 council meeting as its first listed event, with the presentation of the final calendar on Jan. 9 serving as its second listed event.

The remainder of the draft budget calendar is as follows:

Jan. 23 — Town Council work session: Manager briefs council on FY 2024 year-to-date revenues and expenses

Feb. 13 — Regular Town Council meeting: Manager discusses FY 2024 revenue projections with council

March — Manager developing draft FY 2025 budget and CIP proposals

March 27 — Regular Planning Commission meeting: Presentation of draft FY 2025 CIP to the commission, and the commission makes recommendation on the CIP to council

April — Work session(s) on the FY 2025 budget and CIP proposals

April 30 — FY 2025 budget and CIP proposals delivered to council

May 14 — Regular Town Council meeting: Council discusses FY 2025 budget and CIP proposals

May 30 — Special Town Council meeting: Council conducts FY 2025 budget and CIP public hearings, and council discusses FY 2025 budget and CIP proposals

June 11 — Regular Town Council meeting: Council conducts tax rate public hearing, and council adopts FY 2025 budget and CIP

The Town Council’s Jan. 9 meeting begins at 7 p.m. in the council chambers at Windsor Town Hall, which is located at 8 E. Windsor Blvd. As noted on the Windsor town website, the public is welcome and encouraged to attend.
