The Windsor Town Council emerged from closed session March 14 to recommend two individuals for the town’s Board of Zoning Appeals and to reappoint two members of the Windsor Town Center Advisory Board.

Town Manager William Saunders indicated in a March 14 memo to the mayor and Town Council that following a review of the town’s board, commission and committee memberships, it was determined that appointments/reappointments were required due to term expirations and vacancies.

He wrote that on the Windsor BZA, Carolyn Harrup’s term expired Dec. 31, 2022. Frances D. Butler passed away, and her term on the board expires Dec. 31, 2024. 

In a March 17 interview, Saunders noted that after the council’s March 14 closed session, Lewis Edmonds was recommended to the Isle of Wight Circuit Court to fill an unexpired, five-year term on the BZA that will end on Dec. 31, 2027.

Additionally, Debra Hicks was recommended to the Circuit Court to fill an unexpired, five-year BZA term that will end on Dec. 31, 2024, Saunders said.

“It is not official until the court formally makes the appointment,” he added.

In his March 14 memo, Saunders wrote that the Windsor Town Center Advisory Board terms for Melvin Evans and Carita Richardson expire May 13.

On March 17, Saunders explained that Richardson and Evans were both reappointed to additional two-year terms on the board following the council’s March 14 closed session.

Unaddressed as of the council’s March 14 meeting were three seats on the Drainage Committee and one seat on the Isle of Wight County Economic Development Authority.

Tony Ambrose’s seat on the Isle of Wight EDA expires June 30, and a new appointment is necessary, Saunders wrote in the March 14 memo.

Willing to be reappointed to the Drainage Committee are Butch Ambrose, whose current term expires May 13; Sue Meadows, whose current term also expires May 13; and Durwood Scott, whose term expired March 14, Saunders wrote.
